ZPENDPCP is used to temporarily store PCP elections during the benefits
enrollment process. After enrollment the PCP will be transferred to HR11 or
HR13 and deleted from this table. Employees and dependent PCP's are both
stored here. If the SEQ-NBR = zero then it is an employee record.
